For the government to be able to discharge the above responsibilities, it is imperative that the tax system should be driven by four key principles namely equity, effectiveness, simplicity and efficiency (ACOSS, 2015). It is noteworthy that the role of taxation is not limited to being revenue raising measure for the national government but it actually much expansive. Through the taxation system, the government aims to fulfil a host of objectives which can be easily deciphered by conducting a through and critical review of the tax and transfer policy prevalent in Australia. Additionally, this would also serve another purpose i.e. to develop a better understanding of the tax implications and any overburden present in the tax and transfer system (Treasury, 2013). As a result, the various flaws in the current system would be identified and various measures would be suggested so as to ensure that the four principles are better complied with and the policy objectives are better realised. The core purpose of the taxation system is to act as a source of revenue to government for meeting its expenditures. The effectiveness of differential tax at altering the underlying consumption patterns of customers has sufficient empirical evidence to indicate that products and services that have relatively lesser tax burden tend to be consumed in more quantities. Using taxation, it is possible for the government to promote goods associated with positive externality while discouraging usage of those goods which have negative externality associated with their consumption. This process if continued for a sufficient length of time tends to bring variation in the patterns of production and consumption which is skewed towards goods with lesser tax burden. The progressive direct taxation system is testimony to this as the rich have to pay tax at higher rates as compared to the poor. Hence, there is no denying the fact that income redistribution is achieved through taxation as the users of the various government schemes are the poor and vulnerable population who otherwise lack the purchasing power to avail the basic amenities (CoA, 2015). The Australian transfer system ensures that no section of the population is deprived from the usage of merit goods due to lack of purchasing power or any disability. Hence, assistance is provided to such people through cash payments which provide them opportunity to lead a normalised and prosperous life. The main reason for this trend is the introduction of multitude of tax particularly the GST along with Capital Gains (1985) and rationalisation of tax system through the introduction of ITAA, 1997(ACTU, 2011). On one hand, the increase in revenue was positive news but this came at the cost of enhanced complexity in the tax regulation system. This was caused as the various taxes have their respective provisions with regards to concessions, threshold values. The effect was that that the taxpayers could not decipher the complex regulations which led to a rise in the overall compliance cost. The comparison of complexity Australian tax system in comparison with other prominent nations of both developed and developing world is presented below (ACTU, 2011). The rise in compliance costs causes due to rising complexity of the tax transfer system is highlighted below (CoA, 2015). The rising complexity in the tax system is evident from the above graph and the fact that there is a dip in the compliance costs at the turn of the decade implies that the government is also aware of the extent of the problem and hence taking active measures for simplification of tax system. However, these measures have continued to remain insufficient. Even now, huge sums of taxpayers money is being wasted for complying with tax regulations which instead needs to be used in a productive manner so as to fuel economic growth especially in the current times when the economic growth is lacklustre. Besides, the complexity of the system also provides incentives for specific behaviour on part of the taxpayers which results in inefficient allocation of resources. An apt illustration of the above is in the form of taxation policies towards affordable housing which have fallen short of the stated objectives. Instead these have proved to be counter-productive with a host of concessions and exemptions of payment of taxes and therefore instead of making it easier to buy a house, it has led to a frenzy which has led to the formation of a real estate bubble. This frenzy is led by the wealthy individuals and HNI (High Net Individuals) who tend to use residential property not only as an investment but as a mechanism to minimise their tax liability (ACOSS, 2015). In this regard, the IMF has advocated that the tax rebates must be used sparingly as they are in violation with the principles of equity and efficiency of a robust tax system. Despite this, Australia provides generous tax expenditure as depicted in the graph below which draws a comparison with other developed nations in this regard (Thornbill, 2015). It is apparent from the above discussion that the tax concessions extended to the housing sector is leading to distortions and hence urgent rationalisation is required. This would cause a change in the taxpayers behaviour and thereby ensure that the multiply policy objectives of the tax and transfer system are met. Further, housing tax expenditures leads to a double whammy for the government as on one hand, the revenues are being lost due to concessions while on the other hand, since these concessions are not reaching the poor and vulnerable, hence government needs to provide greater support as rent assistance which is expanding the fiscal deficit (ACOSS, 2015). It is apparent from the arguments listed above that tax and transfer system in place is inefficient and overburdened. As a result, a complete overhaul of the taxation system is required whereby emphasis is on four main taxes namely corporate tax, personal income tax, tax related to private consumption and also rent tax collected on usage of economic resources owned by the state. These four taxes have been selected as a major portion of the tax revenue is earned through these taxes only. Taxes besides the above ones should continue to exist only if a particular social/economic issue is being addressed such as the taxation on cigarettes. Other taxes which do not belong to the above shall be abolished as these lead to an enhancement in the complexity of the taxation system without significant incremental revenue (Treasury, 2013). For attracting more foreign investors, it is required that there must be an reduction in the corporate tax rate to 25% over a period of time. Besides, the imputation policy employed for dividends also needs to be modified so as be in sync with the global practices in this regard (BCA, 2014). To make up for the loss in tax through the decrease in corporate tax rate, rationalisation of tax expenditures is the need of the hour. Additionally, for increasing the female participation rate in labour, there needs to be a marked improvement in the child care services and emphasis should be on making these affordable. Besides, for enhancing the workforce diversity, vulnerable sections should be given support in the form of payments for supporting the income (CoA, 2008). Also, there is a strong case for rationalisation of personal income tax so that there is wider coverage and simple regulations. Further, an increase in the threshold income level to $ 25,000 is also recommended as for lower income, the compliance costs tend to be more substantial than the actual tax collected. Besides, it is imperative that no liabilities must be attached to the various transfer payments (example: allowances and pensions). Additionally, for individuals who belong to the labour force but fail to contribute fully must be given participation allowances. Also, differential threshold levels should be introduced for assistance payments extended to aged, students and the cared. This is because their needs are quite different which must be reflected in the assistance provided. Further, indexing of assistance payments for inflation must be done as currently this is not the case (CoA, 2015). The various allowances and pension payments shall be provided not on the basis of the asset test but on the analysis of comprehensive means which would ensure better targeting. Also, the family assistance program needs to be integrated into a unified program so that the quantum of assistance is driven by the total familys taxable income levels. Further, certain levies that the state enforces are highly inefficient and must pave way for low-rate destination cash flow tax. The revenue raised through this can be utilised by the local and state governments for public welfare. The GST that applies on financial services shall be replaced with a separate financial services tax which could result in gains if the modalities are prudently worked out based on consultations with stakeholders (CoA, 2008). The royalty system in place currently also needs to be discontinued and a 40% resource rent tax shall instead be levied so as to ensure that volatility of prices can be reflected in the governments revenue. Also, the employees superannuation contribution should be made tax free but the contribution from the employer in this regard needs to be brought within the tax net provided there is breach of a reasonable limit (Treasury, 2013). Based on the above discussion and the various arguments, it may be concluded that the current tax and transfer system seems overburdened and complex despite efforts by government in this regard. Watergate WATERGATE Sex, drugs, money, power, you name it and there is a scandal for it, but look back and you will see that from all the scandals there have been, Watergate was among the worst. The Watergate scandal had everything. From Nixon disgracing the presidency by lying to the country and abusing his power, to his committees being involved in illegal acts and a big cover up. All leading to little side roads of corruption and lies. Watergate is by far one of the worst presidential scandals in the history of the United States. In the story of Watergate, five burglars were found breaking into democratic offices at the Watergate complex in Washington DC. The break-in was passed off as just another burglary, but when the burglars were found to have connections with the CIA, questions were starting to be asked. Then when the phone number of Howard Hunt was found in one of the burglars phone books, it made people think, Why would one of the burglars have the phone number of one of the presidents men? Then there is Richard Nixon, the man of the hour, plays the role of the president of the United States of America. The man that was voted into office by the people, and the man that swore to serve the people. When Watergate was uncovered, it revealed that the president was a liar and a cheat. The president lied to our country, lied about his involvement, concealed self incriminating evidence, abused his power, and planed to have the CIA stop the FBI investigations. He was also deeply involved with the cover up and still lied about his involvement. During the times of the unraveling of Watergate, questions were asked about connections with the White House and the president, but when the president was asked about it at a press conference he assured Americans that The White House has no involvement whatever in this particular incident. He was lying to the country like it was part of his job (Dorman 158). The lying did not end there, it went on and on for months, and as the scandal kept unraveling, President Nixon and White House, and creep officials were deliberately misleading the public about the significance of the Watergate affair (158). As Watergate was becoming a front-page article in the newspapers, new evidence was being uncovered. One piece of evidence that changed the peoples ideas of our president was the tapping of every conversation in the oval office since about the 18th month of president Nixon's term (Kutler 368). Those tapes would soon prove that the president was deeply involved in the scandal. During the trials, the Nixon administration claimed that the March 21st, 1973 meeting was the first Nixon had heard of the cover-ups, but after the tapes were heard it was discovered that Nixon was involved from the beginning (Heritage 36). The Nixon tapes brought out much controversy. The tapes alone could prove the president innocent or guilty, whichever one it was, Nixon refused to hand over the tapes. the courts then demanded the tapes, and Nixon still would not give them up. After much struggle Nixon agreed to give a transcript of the tapes. The transcripts brought to light a significant amount of evidence against Nixon. The transcripts revealed payoffs, affiliation with the burglaries, and the OK's to the cover-up, But most important the transcripts showed that Nixon had lied repeatedly after he had denied knowing anything about the conspiracy (27). After much struggle, the courts finally got the tapes from Nixon, It was Archibald Cox that issued the subpoena for the tapes, and that started the bloodbath we now know as the Saturday night massacre. The night of October 20,1973, possibly the most tumultuous in American political history, when the special Watergate prosecutor and the nations two top law officers lost their jobs within the space of an hour and a half. (Heritage 38). Soon the country would find a new problem with the tapes. When the presidents lawyers were going over the tapes, they came along an 18 minute gap during a conversation with Nixon and Haldman (34). Using role play we had to think of the different uses of tone of voice and how each person would speak, like the 1st class passengers would use proper words and would speak clearly whereas the lower class passengers would use cockney and wouldnt speak very clear. We then went on looking at the 9/11 attack on America in 2001. We then had to make role play of a hijacker taking control of the plane and killing an air hostess while she was giving out drinks. We then had to move on to making a role play. I played a window cleaner, complaining about my job when the plane is coming at my windows that I am cleaning. We then did parrot on the shoulder to empathise the worry of those who were there. When we used role play we had to make sure that we used all the right facial and body expressions to show how we were reacting at the time of one of the largest disasters in history. In the third workshop we developed our understanding of hot seating, and used many examples of the titanic to help us. We had to be questioned by the group about his or her background, behaviour and motivation. The characters were based around the catering on the titanic and had all sorts of questions asked to find information about the occupation. We created a scene in which enables us all to get a detailed idea about what it was like to work on the titanic. In workshop four we firstly had to do 3 still images to show the towers standing, falling and the towers no longer standing at all. We had to think of how we could use of our body and facial expressions to show the audience the effects it had. We then looked at a piece of text called Requiem for Ground Zero by Stephen Benkoff. The piece of text told us how the twin towers exploded when the plane hit the building. We had to explore the text and then look at how we could use it in role play. My group first came up with three still images showing how three different people were trapped. We then looked at fallen. This was a phone call that was made when those who were trapped could get hold of their loved ones. We used split screen to show how the different phone calls are made and what is said. During this exercise we had to think about the way we would use body and facial expressions to show emotion. We then moved on to role play. We created a scene that included levels and thought tracking to create more of an atmosphere to our work. The levels meant that we could show what level the characters were, in relevance to showing how important they were in our role play. During workshop five we also did 3 still images on The survival list for the titanic. We used facial expressions and body language to show to the audience the different class. For example the 1st class people would look down on the lower class and their heads would be up very high wheres the lower class people their heads would be down all the time. The higher class got to look at the list first so in this case we would see them pushing past the lower class citizens. The facial and body expressions that we used showed that the majority of higher class people were delighted about the news because they were first priority when it came to life boats and survival. The lower class people would be very upset, due to the fact that they werent as important when the life boats were being filled, so many of the lower classed passengers aboard the ship died.

Diversity Essay â€Å"Mom! Tell him to get off me!† cried my sister in Farsi to my mother. My mother ran into the room and pulled me, kicking and screaming, off of my older sister. My sister had come home from her first day of school, and was by this time crying. After issuing her punishment and telling me never to hit my sister again, my mother demanded to know why I was so upset. â€Å"She went to school today, Mom, and she won’t teach me English!† I sobbed. Of course, it was foolish of me to think that my sister could teach me a new language after her first day of school, but I was too young and frustrated to know any better. My frustration was caused by living in a foreign land and not knowing the language, and was amplified by our poverty. I did not have many toys and could not play with other children my age because of the language barrier. I was only two-and-a-half years old when my family moved to America from Iran to avoid the onslaught of the Iran-Iraq war. I was too young to remember any details, but the war stories I have heard are horrifying. Children were used as human sacrifices to deactivate landmines and sent to the battlefields with keys that would â€Å"allow them access to Heaven.† My parents envisioned a future for my sister and I somewhere that would shield us from such atrocities and allow us to advance our lives, even at the expense of their own. The strength that they displayed in sacrificing their own lives for our opportunities has been an inspirational force throughout my life. My mother worked at a laundry service in an apartment complex, and because we had no car or babysitter, I had to wake up mornings and walk with her to work. Several residents noticed me sitting impatiently in the cramped workspace and tried to entertain me in any way that they could. One of the residents, a tall man with funny-looking glasses, was a magician who gave me a copy of a children’s book. I could tell from the pictures that it was a book about a penguin, but I could not yet read its contents. I appreciated the gift, and because I liked this man who would show me card tricks and make funny voices, I was inspired to learn to read it.

When we are assessing a child to determine if a behaviorally disordered or socially maladjusted we must notice problems such as the child staying on task or trying to focus. A child might also be getting low grades when we know they are capable to complete their work.Children that are behaviorally disordered or socially maladjusted can have problems including attention deficit problems, problems with certain teachers, emotional disturbance, depression, anxiety, and environmental factors from the child’s home. Observation is used to try to understand and be aware of factors that might be influencing a child’s behavior. We must do observations of a specific situation, various settings, and different times of day. The observer has target behaviors that they record throughout the observation.Four of the most common recordings are anecdotal recording, even recording, latency recording, and duration recording. By doing observations we should be able to provide the behaviors we are frequently seeing, information that might relate to services a child might be needing, information that can help form intervention plans and goals, and an understanding of the child’s abilities in certain areas. Interviews help us gather information effectively. We can have a structured or unstructured interview to help us gain insight and understand the child and additional concerns.We must understand what behaviors need to be watched and when we do the assessment for the child’s suspected disability. We must be aware of a child’s comfort level when doing assessment because if a child is displaying a high level of discomfort it might be a sign of more serious problems. Testing environment must be taken into consideration because it can have a large impact on the results of the testing when determining the true needs of the child. We can look at reaction time, the nature of responses give, the child’s verbal interaction ith the examiner, and organizational approach during testing, adaptability, and the child’s attitude. These must all be looked at and observed when assessing for this type of disability. When assessing a child’s behavior we must have knowledge of the degree the child believes their behaviors make a difference in their life, the tolerance for frustration that the child has, the activity level of the child, self-view of the child, emotional response of the child, and the conflict experienced by the child. Psychological testing is used in assessment of behavior and is administered by the school psychologist.There are many tests we can use to determine if behavior is a disability for the child. Behavior Intervention Plans must be developed when dealing with a child’s inappropriate behaviors. This is intended to reduce the need f or extreme discipline measures. These types of plans are intended to help control and suppress the behaviors that are inappropriate for a child. We must fully understand the psychological makeup of a child that might be behaviorally disordered or socially maladjusted to help recommend the correct placement and services that the child might need .

Although it has not always been called affirmative action, the official title was not introduced until the 1960s. Back then affirmative action was more known as segregation or discrimination in the workplace or there lack of.
